Why I Came Forward About Tulsi Gabbard and Her Guru Chris Butler

By Rebecca Saltzburg June 21, 2026

Some people may wonder why I came forward now. One of Tulsi Gabbard and her guru Chris Butler's insiders at the Science of Identity Foundation explicitly instructed me not to speak to the Washington Post. They demanded secrecy from me even though I had cut off ties with them years earlier. And my life became a living hell after that. I have been taking a stand against child abuse, child sexual abuse, spiritual abuse, and political corruption inside Tulsi Gabbard's Science of Identity network for years. I spoke up to their religious leaders, law enforcement, and child protection agencies, long before I ever contacted a Washington Post reporter. By the time I had contacted the reporter, Tulsi Gabbard's Science of Identity network had already engaged in a coordinated campaign to destroy my life.

I came forward because, frankly, I believe these people, Tulsi Gabbard, her guru, and the other insiders in her secretive, high-demand/high-control religious group, the Science of Identity Foundation, are dangerous. They actively harm children, engage in horrific, organized attacks on people's lives, and are 100% a threat to our national security. Time and again, I have observed that they are willing to do anything in their quest for fame, money, and political power. I have known them for more than 30 years.

I am a suburban Texas mom, a small business owner, and a former Science of Identity Foundation insider who once served as a senior strategist on Tulsi Gabbard's political campaign from 2011 to 2019. It took me a long time, and a mountain of evidence, to accept that people I personally knew could intentionally do such horrible things. I credit the many brave victims, especially the children, for opening my eyes and for having the courage to share their stories.

These Science of Identity Foundation children grew up in a world where, in most cases, their own parents would side with the abusers, or the parents themselves were the abusers. So I take it very seriously that these children trusted me enough to come forward.

I reported concerns for years, long before deciding to go to the Washington Post

This was a very gradual process for me. Here is an overview of some of the many attempts I made to speak up and unsuccessfully push for accountability.

  • 2008 Began reporting abuse of Science of Identity (SIF) children to SIF leaders in Tulsi's inner circle. The predator was repeatedly protected and enabled.
  • 2012 After SIF leader Richard Bellord wrote in an email that Matthew Krohnert, a longtime Gabbard-family associate, had sexually abused a young woman, I was criticized for speaking up about it and accused of "gossiping."
  • 2013 Word got back to SIF leader Richard Bellord that I had privately disclosed abuse of my child to another SIF member. Bellord's response was to organize a massive, international smear campaign against my character.
  • 2016 I again raised concerns about abuse and was told I was being "overly sensitive." Another longtime Gabbard-family friend inexplicably and violently attacked my daughter at an SIF retreat.
  • 2019 I spoke up to multiple people about Butler and his associates secretly controlling Tulsi's 2020 presidential campaign. I told SIF members I would not be part of it and that they needed to stop. That same year, an SIF associate of Bellord launched a legal assault on me, which I ultimately won. Matthew Krohnert, a lifelong friend of the Bellords and Gabbards, also inexplicably and violently attacked my child at a birthday party; I filed a police report with Leander police, and they did nothing.
  • 2020 I wrote SIF leader Chris Butler a lengthy report documenting the abuse, and spoke to SIF leader Allan Tibby (aka Acharya das) about it. I also spoke to Tulsi's parents, Mike and Carol Gabbard, who warned me to stay quiet about the sexual abuse that had been committed by their son. "He served his time" were Mike Gabbard's exact words to me. I emailed more than 100 SIF members urging them to report child sexual abuse to the authorities.
  • 2021 Reported an SIF foreign "school" to multiple authorities for child abuse and neglect; after my report, SIF leaders closed all the "schools." A Texas court barred my abusive ex-husband from any contact with my children. SIF leaders then helped my ex move to Russia, where there is an SIF community, to evade child support.
  • 2022–2025 Along with at least three other people, I filed detailed reports of suspected child abuse and child sex trafficking by SIF members to six Texas agencies (Caldwell County Sheriff, Cedar Park PD, Williamson and Caldwell County CPS, Leander PD, Williamson County Sheriff). Every one was ignored, suppressed, or retaliated against.
  • Aug 2025 I reached out to the Washington Post and decided to tell them everything.

What this is really about: children and national security

A secret political operation with ties to the CCP

Tulsi Gabbard's guru, Chris Butler, ran a covert operation in which he and his insiders controlled her entire political career. That same circle, including Sunil Khemaney and Richard Bellord, kept their decades of close ties to the Chinese Communist Party (CCP) hidden. Tulsi went on to become Director of National Intelligence, handling the nation's most sensitive secrets.

Hidden money and coerced labor

SIF runs a web of LLCs, a "church" with no church, nonprofits, and a Hong Kong business, structures that could move enormous sums with no disclosure. Leaders who claim to struggle for money sit on millions, while followers are pressured into unpaid "devotional service." For example, during Tulsi's 2020 presidential campaign, young SIF women were sent across the country to do free campaign work for Tulsi with no money for food or a safe place to stay.

Tulsi's "fixer," Sunil Khemaney, and the president of SIF, Jeannie Bishop, have also been involved in a years-long scheme to bring SIF members from Eastern Europe to Hawaii to perform 60-plus hours of free labor for Chris and Wai Lana Butler's "personal care" — while on tourist visas, which is illegal. In any given year, dozens of unpaid foreign servants were coerced into "devotional service."

Protecting known predators

For decades the pattern has been the same: protect the abuser, punish whoever speaks up. Dozens of SIF children were sent to Butler's "schools" overseas, in the Philippines and Poland, where sexual abuse, physical abuse, and the denial of food and medical care were reported. Meanwhile Tulsi publicly casts LGBTQ people as a danger to children, 12 13 even as her own family covered up a sibling's child sexual abuse conviction and promoted that sibling as part of a wholesome family image.

The great Texas child abuse & suspected child trafficking cover-up

I, and at least three others, reported credible evidence of crimes against SIF children to six different Texas agencies. Not one investigated. The only people arrested were me and a teenage victim. I live in the same area as Richard Bellord and other SIF insiders. It is hard to believe that these Texas agencies would be so flagrantly corrupt about our reports of serious crimes involving children if Tulsi Gabbard's friends were not the ones we believed were involved.

The Science of Identity people involved

Chris Butler (Jagad Guru Siddhaswarupananda): Tulsi's guru and founder of the Science of Identity Foundation. For decades he secretly controlled her political career, and he and his wife, Wai Lana, kept their close ties to the Chinese Communist Party hidden.

Tulsi Gabbard: Former U.S. congresswoman and, in 2025, Director of National Intelligence. Friends with Matthew Krohnert since childhood; her guru is Chris Butler; the people in this story are her lifelong inner circle.

Sunil Khemaney: Tulsi's longtime "money guy" and Butler's chief political operative, who handled money, legal matters, and logistics for Butler and the Gabbards. After I reported child sexual abuse to him, Tulsi, and their guru, Khemaney gave the Washington Post a statement accusing me of "extortion."

Richard Bellord (Rama Krishna das): A top Butler disciple in his inner circle; lives near me outside Austin; formerly in Hong Kong as a contact for the PRC-backed Wai Lana enterprise; 1 his son is married to Tulsi's sister. He has knowingly endangered my family for years. He remains close to my ex-husband, Joseph Haworth, who was permanently banned from even emailing his own children by Texas family courts due to his documented history of abuse.

Allison Hoen: My college friend (William & Mary) and Butler's longtime secretary, the intermediary between Butler and his "projects"; ex-wife of Sunil Khemaney. She is the one who told me not to talk to the Washington Post.

Matthew Krohnert: A lifelong Gabbard-family associate, reported for child sexual abuse and for assaulting my own child; an Apple executive who, per Bellord, boasts of "back door" iCloud access.

April Cook and Jordan Cook: A mother and stepfather in the network. A teenage girl's November 2024 911 call named her stepfather, Jordan Cook, for strangling her.

The minor victims: Children raised in SIF, several of whom reported ongoing abuse to me and to authorities. They reported physical harm and fear for their lives repeatedly, and were ignored. I keep every one of them unnamed to protect them.

What was done to me after I refused to stay silent

After I would not promise to stay silent, the retaliation escalated:

  • A smear was planted in Google results claiming I had been arrested for "killing and torturing pregnant women," making it impossible to find work. It vanished minutes after I said, by phone, that I would make videos about it.
  • My business email was secretly forwarded to, and intercepted by, a longtime Gabbard associate, a felony. The account was accessed from Hawaii, where the Gabbards live. 10
  • My son's beloved mountain bikes, worth $8,000, were stolen just days after Richard Bellord asked about how much they cost and how many months my son had worked and saved up to buy them. The local police said the theft appeared targeted, as nothing else was stolen.
  • My personal documents (birth certificates, etc.) were stolen out of my home right before I needed them.
  • My home surveillance was remotely taken over; I was surveilled, and after I moved for safety, a note was left on my car.
  • Legal documents I was drafting to defend myself vanished from my Google account in real time. While downloading congressional files on Tulsi, I was logged out 15 times in a row.
  • I lost more than $100,000, my health suffered, and I had to work with a domestic-violence agency to break my lease and move somewhere safer.
  • I was warned that I, and a minor victim, would be killed if I kept going to the authorities.
  • I was informed there was a plan for me to be found "dead in a ditch."

The retaliatory arrest to silence, intimidate, and defame me

In May 2025, soon after I refused to promise I would never speak to the press, I was arrested on a false affidavit over a 17-year-old I had been asked to help. Bond was set at roughly 50 times the state guideline, with a demand that I stay off social media to be released. The prosecutor reviewed the case and declined to file any charges, for lack of evidence. There was no crime. It was about silence.

In the victim's own words

This is the personal statement written by the 17-year-old girl whom SIF members Richard Bellord, Matthew Krohnert, and April Cook had assured me they wanted me to have temporary custody of for the few months until she turned 18. When the girl came to my home asking for my help, Tulsi Gabbard's Science of Identity friends then had the girl and me arrested. Both of my children were unlawfully threatened with arrest too.

In fact, Tulsi's friends had coordinated with their dirty cop friends to be physically present for the spectacle when I was arrested on Mother's Day in 2025. My 17-year-old son was placed in handcuffs and told he would be arrested if he gave the other victim a ride.

Tulsi's SIF friends literally stood there laughing, giving me and my 17-year-old son the finger while we were unlawfully placed in handcuffs. This is who these people are. They enjoy cruelty.

Here are a few excerpts the victim wrote on my behalf when she found out I had been arrested for trying to help her:

“[My mother] had put restrictions on my phone in which I was only able to contact my family members which included the following: her, my biological father which I had a past of physical violence and abuse with, my stepfather in which I was fearful…I couldn’t take the abuse…That’s when I contacted Rebecca, whom I call aunt. She had been the only person that had witnessed first hand what my so-called parents were truly like…Her son which was one of my only friends who was a brother to me had been attacked by my biological father on the day of my 13th birthday party.”

“She offered me to stay and for her to try to be my guardian. This is what I want and need. A parental figure that will help me grow as a person, not someone who makes you think that hurt and pain is loving someone. She has told me she will reenroll me in school so I can finish my senior year, which I am determined to do…”

“She has truly offered to help me get on my feet and get me started in the world. She is the only one that has shown me that she is truly there for me, not just by saying it but by showing it, and actions do speak a lot louder than words which you can just say.”

Note: After this statement was made, the victim, my children, and I were all targeted with a months-long campaign of retribution. The girl never did get to enroll in high school. She was eventually moved to a Science of Identity facility in Canada. We do not know where she is located, or whether she is safe. The systematic and deliberate actions of Texas law enforcement to protect Tulsi Gabbard's friends at the expense of children's safety have been traumatic and shocking for all of us.

I spoke up in 2012 and they told me it was my fault. I spoke up in 2019 and they tried to shut me down. In 2025 they coordinated together in a bizarre scheme to have me falsely arrested. The only thing that changed in fifteen years was how hard they hit. They tried to silence me. I never stopped speaking out to protect children, and I never will.

The patterns within SIF of systemic abuse and organized cover-ups

The abuse is at the heart of why I originally locked horns with SIF leaders, including the Gabbards, Tulsi's friend Richard Bellord, Tulsi's "yes man" Sunil Khemaney, and others, for years. The same basic template is repeated over and over. In many cases, every time a child or a woman is harmed, the leaders protect the abuser and punish whoever speaks up.

I have organized some of the most prevalent patterns into a table. Each row below is a separate incident. Every victim is kept unnamed.

What happened How SIF leaders responded
Known predators that SIF leaders protected for over a decade
2012. Richard Bellord wrote in an email to me that SIF insider and longtime Gabbard-family friend Matthew Krohnert had sexually abused a young woman. 2 Attacked me for not keeping it quiet ("gossiping"). Kept welcoming Krohnert to SIF gatherings.
An SIF woman reported a longtime member for suspected ongoing child sexual abuse. An SIF leader ordered the woman to apologize and to tell people she was wrong.
2019. Krohnert viciously attacked my 12-year-old child at a child's birthday party. I reported it to Leander police the same day, with multiple witnesses. 3 Krohnert stayed in good standing in the community and continues to be welcomed at Science of Identity Foundation events.
2022. A teenage girl came to me after Krohnert strangled her. CPS recommended she be removed from the home. 3 Cedar Park police accused the child of lying, with no evidence. Krohnert remained welcome in SIF. (Note: Cedar Park police are now the subject of a separate lawsuit alleging they covered up sexual assaults by one of their own officers, including one alleged in 2022, the same year this happened.) 14
2025. Richard Bellord wrote that he believed an SIF child had been raped by multiple men. He promised to file a report with the police about his concerns for a minor's safety and agreed he was required by law, as a pastor, to report it. 4 Bellord never filed the report. He lied on behalf of the suspected abusers and took part in the coordinated effort to have me falsely arrested. 5
2025. I wrote Tulsi, her guru, and other SIF leaders detailed reports about the horrific, ongoing child sexual abuse, committed by SIF insiders, that children had reported to me, including child sex trafficking. They invited one of the suspected child traffickers to the SIF retreat in Hawaii in 2025.
Children sexually abused and the victims blamed or silenced
A teenage SIF girl reported to an SIF leader that she had been repeatedly raped by an adult SIF man, the son of an SIF disciple. The leader covered it up ("it takes two to tango"). SIF adults collectively smeared her while she was still a minor. At least eight other people later reported the same man. Zero accountability.
A man in Chris Butler's personal security was reported as a predator by at least seven victims. He also threatened, in writing, to kill a victim's sibling who confronted him. He remained welcome at SIF events and at Butler's home.
At Butler's "girls' school" in the Philippines, an American girl sent there by her SIF parents was raped (according to a victim and someone close to the situation). The community blamed her. The man stayed in good standing.
At Butler's "boys' school" in the Philippines, a boy was sexually abused over several years, starting at age 11, in total isolation with no family contact and no real schooling. When he later spoke up, leaders called him "angry" and "ungrateful" and treated him as a threat.
At an SIF "school" in Poland, children as young as 10 were starved, made to run outside in the cold without clothes, denied medical care, and cut off from their parents; physical and sexual abuse was reported. I filed a report with Polish authorities in 2021. 7 I later learned through SIF insiders that Butler quietly shut down all the "schools" soon after I contacted the authorities with a lengthy report.
2019. I reported child sexual abuse to a parent whose child was being abused at an SIF school. The parent immediately took care of their child but asked me not to tell anyone else, for fear the child would be targeted for further abuse by SIF leaders and members.
A mother reported that an SIF friend of the Gabbard family had sexually abused her teenage daughter. The SIF leader told her to "focus on her own faults," and told others to stay away from her because she was becoming "offensive."
Women abused and told to submit
I reported serious, ongoing domestic violence to Mike and Carol Gabbard. Mike Gabbard told me I was the hen and he was the rooster, and that I just had to be more submissive.
A young SIF woman told an SIF leader about serious domestic violence against her, including abuse that happened in front of her two young children. The leader told her it was her job to "keep the peace," and then helped give her abuser husband more status and power within the group.
The wife of an SIF disciple was repeatedly and violently abused. She asked SIF leaders for help, to no avail, and finally called the police the day she was pushed through a wall. SIF leaders criticized her and accused her of "interfering" with her husband's "devotional service" to Chris Butler. She was left penniless and struggling.
Abuse rationalized and taught from the top
July 2019. I worked with Texas authorities to document and report child sexual abuse by an SIF insider. Lisa Bellord, Richard Bellord's wife, wrote me a letter claiming that mothers and children are "karmically responsible" for men's predatory actions towards children if we do not dress them conservatively enough.
An SIF leader told a meditation teacher that to be a "real devotee" the student had to teach that women enjoy rape, saying it was scriptural. The teacher refused. SIF leaders orchestrated a massive smear campaign. The man's Facebook account was hacked, fraudulent charges were made in his name, and he was instantly blackballed by people he had known for 15 years and more.
I told SIF leader Allan Tibby and Tulsi's parents, Mike and Carol Gabbard, that an SIF leader who goes by Balakhilya das was pushing the teaching that "women enjoy rape." Balakhilya das continued to be promoted by Chris Butler and other SIF leaders.
The Gabbards and their inner circle protect their own
Tulsi's sibling served prison time for sexually abusing a minor. Tulsi's parents, Mike and Carol Gabbard, confirmed the arrest and prison sentence to me in a 2020 phone call. 6 Tulsi and everyone in SIF kept the record secret. When I raised the alarm about child sexual abuse cover-ups, Mike and Carol Gabbard pressed me for silence: "He did his time." Not one word of concern for the victim.
I discovered that Richard Bellord had advised my ex-husband to continue an affair and to keep Bellord's involvement secret from me. I confronted Bellord about it. Bellord attacked me and told me I was violating his sacred "pastor" relationship with my ex-husband. I was supposed to not complain about Bellord coordinating and covering up my then-husband's serial infidelity.
2020. I sent Chris Butler a report of more than 30 pages documenting the abuse and the cover-ups. 6 He did nothing, and kept enabling predators and the leaders who protect them.
2020-21. The Texas courts ordered my ex-husband, Joseph Haworth, an SIF insider and longtime associate of Richard Bellord, to cease contact with me and our children, and increased his child support. 8 SIF helped him move to an SIF community in Russia, arranged a marriage to an SIF Russian woman to legalize his stay, and enabled his nonpayment of more than $60,000 in child support, beyond the reach of extradition. The support was later paid down so he could move back to the United States, but then he stopped paying again and owed $10,000. Bellord told me not to ask for the child support.
Exploited as free labor with no way out
An 18-year-old SIF young woman wanted to stop laboring and living in Butler's "kitchen," where she "worked" more than 60 hours a week for no pay. She was told by one of Butler's disciples that she had to find a replacement before she would be allowed to leave.
SIF members from Eastern Europe, the Philippines, and other countries were pressured to come to Hawaii on tourist visas, then work more than 60 hours a week cooking and cleaning for Butler and his wife. Sunil Khemaney and other SIF disciples helped organize this stream of free labor for Butler's "personal care."
Tulsi's father, Mike Gabbard, arranged 20+ marriages within Science of Identity, with a primary goal of matching people from different countries to enable immigration visas. This type of behavior, to get around the law, was normalized.
SIF members were pressured to help Tulsi's campaign as "service" to the guru. Some volunteers were given no safe place to stay while traveling and no money for food, among other exploitative practices.
Pressured to hide their political cover-up
2018. Tulsi's operative Sunil Khemaney contacted me about their blog to discredit a former SIF young adult who had publicly spoken up. I asked him why they did not instead focus on making sure nothing bad happened to children, if they did not want people to speak out. Silence. Then he stopped asking for my input.
2019. I told SIF insiders I would not take part in SIF-only meetings, and that the campaign had to coordinate openly with everyone working on it. They tried to coerce me into Butler's secret control of Tulsi's 2020 campaign, then shut me out and started new chats without me.
The campaign to terrorize me and the children who spoke up
A teenage girl called 911 because her SIF stepfather was strangling her. The violent stepfather had prior convictions and was double the size of the girl. Police arrived, and her SIF mother blamed the girl for her own assault. Despite the girl's visible injuries and her own call to 911 out of fear for her life, she was arrested for domestic violence, and charged as an adult, based on the SIF mother's false statements. She was given no legal support, and the Caldwell County Sheriff's Office appears to have connections to this family.
Feb 2025. Richard Bellord, April Cook, and Matthew Krohnert contacted me and asked for my help with a 17-year-old SIF teen who had previously asked for my help and had asked to live with me. 4 When the girl then asked to stay with me, they ghosted me and lied to the police. Their written messages are preserved. 9
May 2025. After I was arrested, Bellord refused to answer my son's calls for help. Instead, Bellord spoke with my abusive ex-husband for two hours by phone and arranged for my ex to threaten my daughter with arrest too.
I again reported to the authorities that I feared for the 17-year-old's life. She was moved to an SIF facility in Canada.
An SIF mother, a longtime friend of the Gabbards and the Bellords, physically attacked my child at an SIF gathering. Nothing was done. Later, the same mother was put in charge of other SIF children who had reported abuse.
June 2025. A parent reported fear for the safety of an SIF girl who had been sent to stay with the same SIF parents who were suspected of child trafficking. Chris Butler himself told everyone to "stay out of it."
June 2025. I wrote a lengthy letter to Tulsi Gabbard, Sunil Khemaney, Chris Butler, and SIF leader Allan Tibby, pleading for them to do something about the abuse and child sexual abuse that had been discovered. They started a smear campaign against both me and the child victim, and took no action to even investigate the detailed reports of abuse or report them to the authorities.

How SIF leaders kept people silent

None of this stayed hidden by accident. It was held in place by a culture of fear and control. I saw these tactics used for years.

The control tactic How it worked in practice
Children forced to homeschool Children who grew up in SIF were often not allowed to attend regular school. They were homeschooled and kept inside the group, with little exposure to the outside world.
No outside friends SIF children were generally not allowed friends outside the group, which left them isolated, with no one to measure their experience against.
Punitive parenting Mike and Carol Gabbard, among other leaders, pushed people to be harsh and punitive toward their own children.
Total submission to Butler Everyone had to show complete deference to Chris Butler. If a child failed to, Butler might label the child "offensive" and order the parents to cut off contact with their own child. He once ordered Mike and Carol Gabbard to put their then-teenage sons out of the home. They did it; Mike told me he was proud of his "surrender" to Butler. 11
Silence is enforced Hearing or reading a single statement critical of a leader, even one about child sexual abuse, could get you cut off from your family and community and cost you your job. The greatest sin in Science of Identity is having a negative thought about one of their leaders, not abusing a child.
Instant ostracism Richard Bellord once instructed SIF insiders to never speak to a certain young man again because he was "offensive." They cut him off instantly, without even knowing why. The young man had done nothing wrong and was in fact the victim. 11
Leaders played favorites Access to Butler was treated as a badge of honor and used to reinforce a hierarchy. Favor could be granted or withdrawn at will, keeping people competing for approval and afraid to lose it.

Children raised in this world live in genuine fear that their own families will cut them off the moment they fail to show total submission. In nearly every case, their own parents will side with the abuser instead of their own children. In many cases, the parents themselves are the abusers. 11
