Gabbard's Guru Scripted Questions on CIA, Military Shipments & More

By Rebecca Saltzburg June 21, 2026

Tulsi Gabbard's political career was secretly directed by her guru Chris Butler. Under the pen name Bo Zhongyan ( 柏忠言 ), Butler also coauthored anti-Western books in China with his wife Wai Lana (Zhang Huilan, 张蕙兰 ). They described Westerners as "no more than dogs" and dedicated their 1986 book to "the great and magnificent Chinese nation"这个伟大,壮丽国家的全体中国人民. Source
Thousands of documents and emails from the covert Science of Identity political operation have been independently examined by the Washington Post. The content on this website is attributed solely to the site's author.
Tulsi's guru Chris Butler, a man with 40+ years of secret ties to the Chinese Communist Party, wrote the questions a House Armed Services Committee member asked about the CIA, U.S. weapons, and military bases, for both U.S. Congress public hearings and closed-door, high-level briefings. Tulsi Gabbard served in the U.S. Congress from 2013 to 2021 and as Director of National Intelligence between 2025 and 2026. Through her, Chris Butler had access to the questions asked in America's most sensitive, classified intelligence briefings.

I am deeply concerned about our national security. Chris Butler directed the congressional activity of a member of the House Armed Services Committee. He wrote her committee questions. He ordered her legislation. He was looped in on her votes. He had access to her schedule of classified briefings and used it as PR material.

Chris Butler, who published anti-American propaganda through five Chinese Communist Party state publishing houses, personally wrote the questions that Congresswoman Tulsi Gabbard asked at House Armed Services Committee hearings. That Congresswoman was confirmed as Director of National Intelligence in February 2025.

The forensic archive is enormous. It holds 916 political transcripts in all. Within them:
110 show Butler directing Tulsi's committee activity, legislation, or votes
85 relate to her work on the House Armed Services and Foreign Affairs Committees
204 concern Syria and the Assad regime
91 concern Saudi Arabia

Butler wrote the questions she asked in Congress

Across multiple transcripts, Butler dictated the specific questions Tulsi would ask. Some were for public, televised hearings; others were for private briefings. They were not vague themes. They were detailed, operational questions about U.S. military and intelligence activity, organized below by topic. The November 2014 questions below, for example, were prepared for the open House Armed Services Committee hearing on the administration's ISIS strategy, held on November 13, 2014 and carried live on C-SPAN.

CIA covert operations in Syria

"Let me get certain things straight first: Has the United States CIA been arming so-called 'moderate' opposition fighters in Syria for the last 2-2 1/2 years or longer?" Chris Butler, POL TRS 2014 11 12 1

ISIS strategy and U.S. military capabilities

"Could airpower combined with Kurdish ground forces have an effect of taking back more territory... Or are the Kurd forces only capable of defending their territory." Chris Butler, POL TRS 2014 08 14 3
"What weapons do they have and what weapons are we supplying? We seem to be getting contradictory info... Are there any plans to provide them with weapons to take out equipment/weapons ISIS has?" Chris Butler, POL TRS 2014 08 14 3
"When ISIS is on the move, from point A to point B, are they vulnerable to airstrike? If not, why not?" Chris Butler, POL TRS 2014 08 14 3
"Concerning the airfields in Northern Iraq and whether we're developing capabilities to have fighters or bombers if need be located in Kurdistan. If not, why not?" Chris Butler, POL TRS 2014 08 14 3
"How many tanks do these ISIS people have? Wouldn't think they'd have more than probably a few dozen tanks at the most, but who knows?" Chris Butler, POL TRS 2014 08 07 2

U.S. and NATO military bases

"Is that an American Base in Turkey?... Is it a NATO base? Is it an American base? What is that base? If it is an American base, how come we can't use it at will? How come we can't use it in the fight against ISIS?" Chris Butler, POL TRS 2014 11 12 1

Iran and the defense of Baghdad

"In terms of Baghdad itself, is there any evidence of Iran sending in forces to aid in defending Baghdad or to fight in any way against ISIS?" Chris Butler, POL TRS 2014 08 14 3

Arming the Kurds and U.S. weapons deliveries

"In the past, supposedly we've heard statements from the Administration that we're giving arms to the Kurds, but the arms never seem to get there. When are the arms that we have already supposedly given to the Kurds... going to go from the Iraqis to the Kurds?" Chris Butler, POL TRS 2014 11 12 1
"Are we going to be delivering this next batch of weapons directly to the Kurds, and on what timeline? When are we going to start arming the Kurds directly and completely bypassing the Baghdad government?" Chris Butler, POL TRS 2014 11 12 1
"How quickly can we get tanks and that kind of equipment to the Kurds?" Chris Butler, POL TRS 2014 08 07 2

These are questions about the deployment of military assets, the capabilities of allied ground forces, airfield development, foreign military presence, and CIA covert action. Butler was a private citizen with no security clearance. On the same August 2014 day he wrote these military questions, he also wrote talking points for Tulsi's CNN appearance, directing both her committee activity and her media at once. 4

He scripted her questions for closed-door briefings, not just public hearings

The direction did not stop at televised hearings. Butler also wrote the questions Tulsi carried into private, non-public settings. Two of them are easy to date and verify, because Congress was not even in session.

The U.S. House adjourned on September 19, 2014, and did not return until November 12, 2014. There were no regular committee hearings during that stretch. Butler kept writing her questions anyway.

September 30, 2014: a question for Secretary of State Kerry and Vice President Biden

"Try to get answer to question from Kerry/Biden: Why aren't we providing Kurds who are trying to fight ISIS with airstrikes and giving them arms? Kobani is about to be taken over... why aren't we giving them heavy weapons and airstrikes?" Chris Butler, POL TRS 2014 09 30 15

This was not a hearing. A member of Congress does not question the Secretary of State and the Vice President together from a committee dais. With the House in recess, Butler was scripting a question for Tulsi to put to two of the most senior officials in the executive branch in a private setting.

October 22, 2014: questions for the CDC director and an ambassador

"What makes you think people will tell the truth about their contact [with Ebola]? What is your basis for that?... what exactly is [the military's] mission? ... is there a limit to that mission, or could there be mission creep?" Chris Butler, POL TRS 2014 10 22 16

Again, the House was in recess. The questions, built around the CDC's own October 22 traveler-monitoring announcement, were for a private briefing with the CDC director and an ambassador, not a public hearing.

This is the part that should concern the Senate Select Committee on Intelligence most directly. A private citizen with four decades of documented ties to the Chinese Communist Party was not only writing a lawmaker's public hearing questions. He was scripting what she would ask senior officials behind closed doors, the very kind of private, classified-adjacent briefing setting she now oversees as Director of National Intelligence.

Butler ordered her legislation

Butler did not limit himself to committee questions. He ordered Tulsi to introduce specific bills and resolutions on national security and foreign policy.

"Everyone's talking about 'We've to do something for the veterans right now.' Well, we can, immediately. Introduce a bill." Chris Butler, on a VA bill, POL TRS 2014 05 22 5
"Don't think coming out with a strong statement is going to do anything at this point. Should be getting legislation. While other people are talking, should introduce legislation to actually do something." Chris Butler, on the VA issue, POL TRS 2014 05 28 6
"Introduce a resolution and make a press statement or op-ed about the resolution." Chris Butler, on an Islamic extremism resolution, POL TRS 2014 09 02 7
"Need to try to introduce that bill or resolution or whatever it's going to be tomorrow. Get it started in the morning. Don't want somebody else bringing it up first. You need to be the leader in this regard. Don't dick around." Chris Butler, on a visa waiver bill, POL TRS 2014 09 10 8
"Talk about how Foreign Affairs Committee leadership and I are introducing a bill that says we should arm the Kurds directly." Chris Butler, scripting a Morning Joe appearance, POL TRS 2015 03 25 9
"TG could say that she will be trying to introduce legislation." Chris Butler, on the Cuba trade embargo, POL TRS 2014 12 17 10

Butler was looped in on her votes

The coordination ran both ways. In transcripts, Tulsi discussed the mechanics and substance of her congressional votes with Butler's operation.

"It depends on what the vote is. If it's just one vote then I could just go in right when it's called and then get out, but sometimes you'll have 10 or 15 different votes all one after the other." Tulsi Gabbard, POL TRS 2014 06 19 11
"Only issue with saying that we can't do this from our position is that I'm on the Armed Services Committee and we're going to be having to vote on whether or not to give the Department of Defense money [to] arm the Syrian Freedom Fighters." Tulsi Gabbard, POL TRS 2014 08 27 12

Butler had access to her classified schedule

In a July 2016 transcript, Butler told his team to mine Tulsi's official congressional schedule for campaign material:

"In your schedule, you have classified briefings on Pakistan, meeting with Saudi Arabian chieftains, intelligence hearing on Russian war planes and so many different things. Just looking at your daily schedule, we could write down so many things." Chris Butler, POL TRS 2016 07 14 13
"People say, 'What do you know about that?' Well you've had over 50 meetings and hearings with experts on such and such. You could have like 1000 things if somebody knows how to take these things." Chris Butler, POL TRS 2016 07 14 13

A private citizen with no security clearance had access to a HASC member's official schedule, which listed classified briefings on Pakistan, intelligence hearings on Russian military activity, and meetings with foreign officials. His instinct was to use them as campaign material.

Butler scripted how she explained her questions

Butler did not just write the questions. He also wrote how Tulsi would publicly explain why she asked them. From a February 2015 transcript preparing for a Neil Cavuto appearance, in a section titled "Purpose for questioning at HASC," he scripted her explanation:

"I wanted to make sure they clearly know who we are fighting against, and I was satisfied that he knew who the enemy was. And to make the point from a military perspective that knowing who your enemy is essential strategically to be able to defeat them." Chris Butler, POL TRS 2015 02 03 14

Butler controlled both the questions and the public explanation of the questions.

The scale of the direction

This is not a handful of cherry-picked lines. The 110 transcripts in which Butler directs committee activity, legislation, or votes include questions for HASC hearings on ISIS strategy, questions about U.S. weapons deliveries and military capabilities, questions about U.S. and NATO military bases, questions about CIA operations in Syria, questions about foreign military forces in Iraq, orders to introduce specific national security bills and resolutions, coordination on her votes, access to her classified schedule, and control over the public narrative around her committee questioning.

A guru tied to the Chinese Communist Party scripted the questions of America's future intelligence chief

A private citizen with no security clearance wrote the questions that a member of the House Armed Services Committee asked, in public hearings and in closed-door briefings, about U.S. weapons deliveries, military base locations, CIA operations, and ISIS strategy. He ordered her to introduce legislation. He was looped in on her votes. He had access to her schedule of classified briefings and mined it for campaign material.

That private citizen published anti-American propaganda through five Chinese Communist Party state publishing houses. His wife built a multimillion-dollar brand on CCP state television.

That Congresswoman was confirmed as Director of National Intelligence in February 2025, gaining oversight of 18 intelligence agencies and the highest security clearances in the United States government.
