I am deeply concerned about our national security. Chris Butler directed the congressional activity of a member of the House Armed Services Committee. He wrote her committee questions. He ordered her legislation. He was looped in on her votes. He had access to her schedule of classified briefings and used it as PR material.
Chris Butler, who published anti-American propaganda through five Chinese Communist Party state publishing houses, personally wrote the questions that Congresswoman Tulsi Gabbard asked at House Armed Services Committee hearings. That Congresswoman was confirmed as Director of National Intelligence in February 2025.

Butler wrote the questions she asked in Congress
Across multiple transcripts, Butler dictated the specific questions Tulsi would ask. Some were for public, televised hearings; others were for private briefings. They were not vague themes. They were detailed, operational questions about U.S. military and intelligence activity, organized below by topic. The November 2014 questions below, for example, were prepared for the open House Armed Services Committee hearing on the administration's ISIS strategy, held on November 13, 2014 and carried live on C-SPAN.

U.S. and NATO military bases
Iran and the defense of Baghdad
Arming the Kurds and U.S. weapons deliveries
These are questions about the deployment of military assets, the capabilities of allied ground forces, airfield development, foreign military presence, and CIA covert action. Butler was a private citizen with no security clearance. On the same August 2014 day he wrote these military questions, he also wrote talking points for Tulsi's CNN appearance, directing both her committee activity and her media at once. 4
He scripted her questions for closed-door briefings, not just public hearings
The direction did not stop at televised hearings. Butler also wrote the questions Tulsi carried into private, non-public settings. Two of them are easy to date and verify, because Congress was not even in session.
The U.S. House adjourned on September 19, 2014, and did not return until November 12, 2014. There were no regular committee hearings during that stretch. Butler kept writing her questions anyway.
September 30, 2014: a question for Secretary of State Kerry and Vice President Biden
This was not a hearing. A member of Congress does not question the Secretary of State and the Vice President together from a committee dais. With the House in recess, Butler was scripting a question for Tulsi to put to two of the most senior officials in the executive branch in a private setting.
October 22, 2014: questions for the CDC director and an ambassador
Again, the House was in recess. The questions, built around the CDC's own October 22 traveler-monitoring announcement, were for a private briefing with the CDC director and an ambassador, not a public hearing.
This is the part that should concern the Senate Select Committee on Intelligence most directly. A private citizen with four decades of documented ties to the Chinese Communist Party was not only writing a lawmaker's public hearing questions. He was scripting what she would ask senior officials behind closed doors, the very kind of private, classified-adjacent briefing setting she now oversees as Director of National Intelligence.
Butler ordered her legislation
Butler did not limit himself to committee questions. He ordered Tulsi to introduce specific bills and resolutions on national security and foreign policy.
Butler was looped in on her votes
The coordination ran both ways. In transcripts, Tulsi discussed the mechanics and substance of her congressional votes with Butler's operation.
Butler had access to her classified schedule
In a July 2016 transcript, Butler told his team to mine Tulsi's official congressional schedule for campaign material:
A private citizen with no security clearance had access to a HASC member's official schedule, which listed classified briefings on Pakistan, intelligence hearings on Russian military activity, and meetings with foreign officials. His instinct was to use them as campaign material.
Butler scripted how she explained her questions
Butler did not just write the questions. He also wrote how Tulsi would publicly explain why she asked them. From a February 2015 transcript preparing for a Neil Cavuto appearance, in a section titled "Purpose for questioning at HASC," he scripted her explanation:
Butler controlled both the questions and the public explanation of the questions.
The scale of the direction
This is not a handful of cherry-picked lines. The 110 transcripts in which Butler directs committee activity, legislation, or votes include questions for HASC hearings on ISIS strategy, questions about U.S. weapons deliveries and military capabilities, questions about U.S. and NATO military bases, questions about CIA operations in Syria, questions about foreign military forces in Iraq, orders to introduce specific national security bills and resolutions, coordination on her votes, access to her classified schedule, and control over the public narrative around her committee questioning.
A guru tied to the Chinese Communist Party scripted the questions of America's future intelligence chief
A private citizen with no security clearance wrote the questions that a member of the House Armed Services Committee asked, in public hearings and in closed-door briefings, about U.S. weapons deliveries, military base locations, CIA operations, and ISIS strategy. He ordered her to introduce legislation. He was looped in on her votes. He had access to her schedule of classified briefings and mined it for campaign material.
That private citizen published anti-American propaganda through five Chinese Communist Party state publishing houses. His wife built a multimillion-dollar brand on CCP state television.
That Congresswoman was confirmed as Director of National Intelligence in February 2025, gaining oversight of 18 intelligence agencies and the highest security clearances in the United States government.
